While learning how to kitesurf you will need a lot of open space with as few obstacles as possible. Pick a location that is free of beach-goers and spectators. Ideally, area should be free of large obstacles like boulders, trees, power lines, communication towers, buildings, houses, fences, boat docks, fences, rabitz nets, barbed wires, cacti, and such, because you will need to keep all your attention on the kite, not on those distractions. The area should be flat and open. It would be nice if you can find a lake or a bay that is shallow, about waist deep, so you can walk on the bottom if need be, and there should be no waves, maybe just a wind chop. It is a lot easier to learn and practice when the water is flat.
